:Abstract
Electronic management is one of the fruits of the technical achievements of the modern era, where developments in the field of communications and the creation of advanced communication technologies have led to serious thinking by states and governments in benefiting from the achievements of the technical revolution, by using the computer and the Internet to complete work and provide services to citizens in an electronic way. The application of the electronic management system works to save time, effort and costs in all public and private state institutions. This study aims to define electronic smart tools and technologies and show their role in developing operations in modern electronic management, as well as reviewing the measurement of the impact of applying their systems on the development of administrative work and the performance of functional cadres in institutions, identifying the obstacles they face and making recommendations to address them. The researchers used the descriptive approach by analyzing the experiences and studies of electronic management and its smart tools. The results of the study concluded that in order to ensure the success of the implementation plans of electronic management in institutions, a department or body must be formed to plan, follow up, implement and develop plans for the electronic management project, and provide a variety of information used as smart technical tools. It is considered crucial for the sustainable improvement in the organization's performance of the transition to electronic management, as it may be hindered by a number of obstacles, at various levels: administrative, human, financial, technical, legislative, regulatory and security. Where these obstacles limit the opportunities for application, or disrupt the project of transformation from traditional management to electronic.
